The United States Social Security Administration's budget is divided into program and administrative costs. Over 98 percent of the budget is directed to program benefits and other payments mandated by law. These expenses are financed largely by payroll taxes on employees, employers and self-employed persons. The other portion of Social Security's budget is directed to administrative expenses . Administrative costs make up a very small fraction of the Agency's overall budget, about 1.5 percent of total outlays.
