«In response to the kind invitation from the organizers of this important event, I would like to present first the general framework of the resolutions of the Interamerican Social Security Conference, some commitments expressed by Latin American governments in different international forums and the legal framework of the universal right to social security. In another section I will discuss the possibilities that social security institutions provide health care to the general population, that is, to that part of the population without any economic means to pay for the services; the conditions that the economic crisis of the 80's has imposed on Latin American countries and the deterioration of the life conditions of groups without access to social security systems. Finally, I am going to refer to the mexican plan to provide health care to the general population using resources from the federal government, through a health program managed by the Mexican Social Security Institute (IMSS)».
