In today's environment, our customers are used to instantaneous satisfaction provided by new technology. We have found ourselves in the position where we must change the way we manage our business operations, in light of these rapidly escalating public service demands. Our beneficiary populations are growing rapidly in number and our current methods of doing business are becoming increasingly ill-suited for the fast-paced, complex, demanding environment in which we live. Change has become a necessity. Changes are needed in our programs, in our business processes and in our administrative management systems.
